Tampocoestá permitido emitir sonidos que superen los 65 decibelios en las actuaciones que se lleven acabo cerca del Gòtic ylos 70 decibelios en el resto del distrito ni vender discos de música alos viandantes. “Es una normativa hecha arbitrariamente –dice Enric d'Armengol, músico de la calle– porque es imposible poder oír en la calle instrumentos como la guitarra sin recurrir a un amplificador, como también es imposible hacer que una trompeta suene amenos de 70 decibelios, por más sordina que se ponga”.
Fuentes del distrito de Ciutat Vella defienden que la normativa fue diseñada para mejorar la convivencia yreducir las molestias causadas alos vecinos. Entre enero ynoviembre pasados, la GuardiaUrbana se incautó en el distrito de un total de 142 equipos musicales ytuvo que intervenir en 392 ocasiones por la acción de los músicos de calle. Algunos de ellos se quejan de recibir “un asedio” de la policía local desde principios de julio, cuando se prohibió el uso de amplificadores, y aseguran que las multas a las que se enfrentan son “disparatadas”.
Hugo Montero, presidente de la Associació de Músics iIntèrprets al Carrer (AMIC), dice que algunos músicos viven una situación “preocupante” al haber renunciado asalir alacalle por temor arecibir una multa ouna confiscación, que no podrían pagar. “Hay músicos que no pueden ni pagar la leche para darles asus hijos, músicos que sólo ganan 15 o 20 euros al día y que viven con el temor de ser multados por la policía”, asegura Montero.

Las plazas son limitadas y dependen de las autorizaciones retiradas el año anterior, ya sea por incivismo, por no actuar o por decisión voluntaria. Los espacios donde se puede actuar también los decide el distrito y son otorgados por sorteo u orden de inscripción en las oficinas del centro cívico Convent de Sant Agustí. Pese aello, los 15 espacios habilitados son considerados insuficientes por los 159 músicos de calle activos en la ciudad. Además, Ciutat Vella reducirá el número de licencias a 130.
Con el objetivo de mejorar las condiciones de los músicos, Hugo Montero y Enric d'Armengol diseñaron el pasado verano un proyecto en el que proponían nuevos espacios dentro y fuera de Ciutat Vella para poder hacer música y proponían una limitación sonora “de acuerdo con las cualidades acústicas de cada espacio, y no una norma genérica para todos”. La propuesta, presentada el 9 de junio a los responsables de Ciutat Vella, aún no ha recibido respuesta. Pese a que las autoridades municipales dicen que tendrán en cuenta sus peticiones, los músicos llevan esperando desde entonces una reunión con la concejal Itziar González para negociar una mejora de sus condiciones. Mientras tanto, la campaña de Navidad, una de las más rentables del año para los músicos, se les ha agotado.

El trío interrumpe su actuación y la tensión se hace visible en el rostro de sus integrantes. Después de unos minutos, se ponen de nuevo en marcha y los músicos respiran aliviados. Reemprenden su actuación. Hoy han tenido suerte, mañana quizás no.
